Are our concious minds only able to question things that we have already experienced?

The only way we can gain information is through our senses. With this information we decide what to do in a given situation.

My question is, are the thought's we are aware of are based around information we have already made decisions from, or are we able to question things before we make a decision. When we gain information through our senses, is it selectively stored/understood through what we have previously experienced, or stored on a blank slate and then set for our conscious minds to make sense of. Or does an initial version of what we call our conscious minds influence the way information is stored?

I'm not certain that I understand your question, but because we are able to imagine things that are very different from what we have experienced (although those imaginings may be extrapolated from what we have experienced), I think we can question things that we haven't already experienced (although perhaps one might argue that imagining something is some form of experiencing it).

My understanding is that one tends to filter all information and observations through one's personal culture and that personal culture is a consequence of everything one has experienced throughout one's life. I suspect that the more one becomes aware of one's "filters", the more one might be able to view things somewhat objectively.
People who don't like their beliefs being laughed at shouldn't have such funny beliefs.
